Who is the support intended for?
For temporary staffing and secondment agencies, and other businesses that supply workers or contract for work and are preparing for the SNA quality mark. You may also need support with an existing registration: for example during growth, staff changes, a follow-up inspection or the resolution of nonconformities.
We start with your legal entity, activities and current arrangements. A sector name alone does not determine which parts of the scheme apply. Also discuss the scope with your chosen inspection body. The SNA explanation is the starting point for this.
The SNA quality mark, NEN 4400-1 and the current scheme
The SNA quality mark is the quality mark of Stichting Normering Arbeid. NEN 4400-1:2023 is a standard for businesses established in the Netherlands and forms part of the SNA scheme. The standard and the quality mark are therefore not the same.
The current SNA scheme also includes NEN 4400-2 for businesses established abroad and the SNA standard for intermediary services involving self-employed professionals, together with the amendments and interpretation reports in force. Which parts apply depends on your place of establishment and activities.
Base your preparation on the applicable standard and the current SNA regulations and documents. A collection of templates alone does not demonstrate compliance with the scheme.
Prepare for your first SNA inspection
First establish how administration and operations currently work. Which arrangements are recorded, who performs checks and what evidence can be retrieved? We help turn missing elements into concrete actions and owners.
- Initial assessment: discuss the entity, activities, parties involved, current administration and preferred inspection date.
- Work plan: record what is still missing, which activities DCA will handle and which actions remain with your team or administrative service provider.
- Set up and implement: organise arrangements, documents and evidence; put the agreed improvements into practice.
- Preparation review: review the file and implementation together, discuss open issues and ensure those responsible can explain the approach.
- Independent inspection: coordinate the application, scope and schedule in line with the SNA registration procedure and with the chosen inspection body.
DCA supports preparation. The formal SNA inspection is carried out by an authorised, independent inspection body. Our preparation does not replace that inspection.
Stay prepared between inspections
Retaining a quality mark requires current records and continued implementation of arrangements. Record recurring checks, changes and open issues, so a follow-up inspection does not begin with another search for documents.
- Assign owners to recurring tasks and keeping evidence current.
- Include changes to the organisation, activities and suppliers involved in your preparation.
- Follow up previous inspection findings and check whether the agreed controls work in practice.
- Include changes to the applicable SNA scheme in periodic reviews.
SNA describes periodic inspections, usually twice a year; the frequency may vary. Use the current SNA guidance and arrangements with the inspection body for your planning. There is no fixed lead time or guaranteed inspection outcome.
What does DCA do and what remains your responsibility?
You can combine support and software. The agreed resources determine which activities DCA supports or carries out. We record this division of responsibilities in advance.
- DCA: can support the initial assessment, develop the work plan, help organise documents and evidence, record responsibilities and support preparation and follow-up of actions. We record agreed operational activities separately.
- Your management: defines the scope and priorities, allocates resources and makes decisions on improvements.
- Your employees and administrative service providers: provide accurate and complete information, carry out day-to-day processes and agreed checks, and confirm that documents reflect actual practice.
- The independent inspection body: conducts the formal inspection and assesses compliance within the applicable scope.
If a nonconformity is identified, we help understand the finding, investigate its cause and extent, and record an action with an owner, deadline and evidence to prevent recurrence. The inspection body assesses the correction according to its procedure. We do not promise that a nonconformity is automatically resolved by this work.
Which records and evidence do we organise?
Show how company information, personnel and payroll records, returns and payments relate to each other. Relevant topics include identity and the right to work in the Netherlands, payroll taxes and VAT. The exact documents required depend on your activities and the applicable scheme.
For each topic, record what information is needed, who checks it and where the current evidence is held. Also track follow-up of identified differences. This is a practical starting point, not a complete standards checklist; agree the inspection file with the inspection body.

What determines resources, costs and lead time?
The resources required depend on factors including the number of entities and activities, the volume and quality of records, what is already demonstrably in place, any nonconformities and your team’s available capacity. The independent inspection schedule also plays a part.
Keep four items separate in the budget:
- DCA support: the agreed activities and resources required. View the general cost breakdown and have the support for your SNA requirements assessed separately.
- Software: the Compliance Tool licence; record which setup and support you are purchasing.
- SNA fees: the fees charged by SNA itself. Consult the current SNA fees and registration terms.
- Independent inspection: the inspection body sets its own charges; request a separate quotation.
Also allow for your own time and any costs of improving administration or operations. We determine the resources required after the initial assessment and align the schedule with your situation and the agreed activities.
